CLARIFICATION: You want to change your plan
BEFORE the first day of your bill cycle, but have it set to be
effective on the beginning of your next bill to avoid proration.
OR
You want to change your plan as close as possible to the
last day of your bill cycle to minimize the days of proration if you are going to make it effective same day.
The worst possible thing you can do is change your plan effective same day on the first day of your bill cycle. You would receive the 30 days of proration for plan price differences plus the full amount of the new plan on your next bill.
