Well I can't tell which ROM you are running, but I'm running 23563 June 6th ROM and I have the option to turn off the vibration on everything, you might want to check all options on the phone and ensure that you're not overlooking something as I doubt that he took the option to turn that off.

thanks but I am running the July first Rom and its not there anymore
, it just makes it harder I have to dig into the registry to fix it, its a very tedious thing to do every time.
