Flashing the proper bootloader (unlocker) should fix your problem. Level 1.x bootloader with level 2.x ROM and level 2.x bootloader with level 3.x ROM.

I figured it out...got stuck because i have windows vista OS.

I dl'd this rom and it was first time "flashing" for me..
