Ok as an updated I have figured out A method for assigning ringtones under the 2.2 version.

1. Make a folder in the root (can ONLY be 1 folder deep from the root) say /tones (or something unique)
2. put any music/tones you want in there but ***DO NOT CREATE FOLDERS INSIDE IT***. (These can be mp3 or ogg in my experience)
3. run DevTools>Media Scanner
4. Start 'Music' app, select a file and play it to make sure the system will play it, then hit menu (the Home button on my RAPH500) and select 'Use as ringtone'

If you would like to test you can go to Settings>Sounds and use the Ringer Volume to test it. Selecting the tone will not work from the Ringtone menu in settings even after this method
