well if you really want the fastest and most stable it would be a WM 6.1 ROM, I have a Clean version
HERE. But If you want a 6.5 it really comes down to personal preference. Icons ROM gets good remarks for speed, bit then again i would say my 6.5 Clean ROM is about as quick as it gets...
