I'm not sure what folder gabbythe1 deleted. I don't see a 'carrier provisioning' folder on my device.

Regardless, a soft-reset will not make anything reappear. It will take a hard-reset or reflash, both of which will wipe out data and installed programs, so you'll have to setup your device again afterward.

If what was deleted is the shortcut to the carrier provisioning app, that app is in \Windows\CarProv.exe. the shortcut could be recreated to point to that.
