The sites down because Chainfire asked for it not to be shared in a public forum till some of the problems hes havening because of it are settled.
This has been discussed many times here in the last few weeks. All the cab links have been removed from past threads for a reason. You will have better luck asking for someone to send it to you in a IM or email. But as per the developers request no one should post a CAB for this. The interweb is a big place I'm sure its out there some place if you search. It still is being discussed on XDA.
