I believe that if you make the following registry entries the default keyboard will become selectable.

[HKEY_LOCAL_MACHINE\Software\HTC\ezsip]
"SIPMenuEnableMSSIP"=dword:00000001

[HKEY_CLASSES_ROOT\CLSID\{42429667-ae04-11d0-a4f8-00aa00a749b9}\IsSIPInputMethod]
"Default"="1"

[HKEY_LOCAL_MACHINE\Software\HTC\ezsip]
"IME_Ezinput_Western_version"="20091117-00"
