OTA= Over the air
.dex is the file that is used in the .apk (whick are like .exe for PCs). Any program you download with will have an .apk extension.
For files to be editable (if thats a word), program and theme changes and such, the ROM needs to be deodexed. The reason why for example, is because like windows mobile, carrier bloatware cant be deleted. The ROM needs to be deodexed in order for you to be able to delete without dealing with the adb shell. So deodexed means you can edit.
Anyone correct me if I'm wrong......this is my super simple way to understand
