if you go into Settings -> Calls There's a setting cvalled DDTM mode... this setting will send all calls to voicemail during an active data connection... this might be the setting you need to change. I'm not 100% it will work for ya, I'd turn it on, fire up google maps and then try calling your phone to see if it does what it sounds like it will.
