Full root is easy to verify, power off your phone. Hold Down Vol while you power back on.
When you select Recovery does it boot to the Red Triangle of You Ain't Got Full Root? (no Recovery menu options, just the triangle symbol)
Or does it boot into Recovery-Green font, menu options at the top of the screen?
If ya dont got it, start over. Watch the video.
EDIT: BTW-Dont have your phone connected to your PC when you test it.

One of the benefits of full root is the fact that we can boot into recovery without a PC.
With your device powered off and not connected to PC, press & hold Vol Down as you press the Power button. The next screen that comes up is called hboot, that is not Recovery. You will get that screen with or without full root.
Using the volume rocker you can scroll down to Recovery and select that.
With full root the phone will reboot into Recovery and you'll see the Recovery menu.
Without full root the phone will reboot into a screen with a red triangle. There will be no menu. Your device will be waiting for you to plug in your USB and run the windows-recovery batch file to enter into Recovery.

I will address your question because this can be frustrating. I know this has been mentioned before, but it's worth repeating.
All the steps that require you to interact w/ the phone from the pc need two things working;
1 - You must have the drivers installed, if you installed HTC Sync, that's taken care of. (I used the HTC Sync that came w/ the card)
2 - USB Debugging must be turned on. Menu>Settings>Applications>Development>USB Debugging
As long as those two things are in place, it doesn't matter if you use "HTC Sync" or "Charge Only" when you connect the phone to the pc.
