For some of what you said is true to the point, except with todays Task Managers for Android 2.1, they only allow you to "kill" the running programs that are above the security shell. (i.e. MP3 Store, Sprint Navigation etc...)

They do not close the resources that the system requires to have running. Which is wonderful!
