It would have been legal is not for those ppl who tried to do scams by capturing people's ESN's and then cloning it and selling fraudulent phones..this is why it was made illegal...you'd have 50 phones all using 1 account...
The only legal way to do it is if you can convince an HTC employee to do it >.>
