You right and I am, partially, corrected. It can improve signal, but usually only with roaming. Better than
Verizon's FAQ, a
poster on another site put it this way:

It simply updates the roaming capabilities and syncs your plan info with VZW. I still maintain that it is a good idea to do periodically, but it is not the panacea I had previously thought it was.
