I had tried rebooting last night when I first ran into the issue. The exact message that I get in the cmd prompt when I try and run 3.16 is "Program too large to fit in memory".

I think this is probably the same problem that Penuch is having that he posted about here.

UPDATE:
The problem was with the Sprint 3.16 ROM file from the first link in the 3.16 thread. I grabbed the 3.16 ROM from the RapidShare link and the update ran.

Now for the new problem. I get the 'Invalid Vendor ID' error at 0% when trying to update to the Sprint 3.16 ROM. Does this mean that Verizon phones can not use the Sprint 3.16 ROM to install the 3.27 radio and must install the 3.27 radio and custom ROM seperately?
