There are bunch of different mods/apps that'll do this. Try
HDWall over at XDA. It looks complicated, but it's really easy, and it'll create a cab file for this very purpose.
Another app I've used with success in doing this is
BG Tweak. It doesn't create a cab file, but uses some hacks to make the top and bottom bars transparent giving you a full screen wallpaper.
