For any image all you need to do is select your city from the WP settings window and click on "Edit". From there click on "Weather Images". From the next window click on "Add New". From the next window name your image (e.g., home, etc.) and type in the url of the image.
You should be good to go. Then make sure you exit out and then refresh WP.
