Basically this means that it will allow you to do some things on your phone that normally the phone does not allow you to do, because you have access to the entire file system and can change all of the system settings. This is not necessary, but some people like to in order to put a custom ROM on their phone (if they don't like Sense UI, or want certain features) and on some phones overclock the processor, install utilities, enable tethering etc...
