Most don't need it unless you have some wap provisioning in it. Just remove Start_Menu.xml from your config_operator.txt and then reflash. You should be fine. You will find config_operator.txt in your carrier ext package files root.

Start_Menu.xml was in OEMMISC all it had in it was the following

</wap-provisioningdoc>
deleting XML: \Windows\Start_Menu.xml from config_operator.txt solved the problem with the xml error but now provisioning wont work provisioning selection opens, but the cabs wont actually run would have to be something else im missing?
