bad xml code which runcc cannot parse. Go fine your Start_Menu.xml and post it.
Most don't need it unless you have some wap provisioning in it. Just remove Start_Menu.xml from your config_operator.txt and then reflash. You should be fine. You will find config_operator.txt in your carrier ext package files root.
