It's actually called "Reboot Control Widget" in the market place.
It cost $1.
I can confirm that it does infact allow you reboot into bootloader.
It also allows you to boot into recovery, but then you're at the screen with the phone and
/!\, so you still need to connect to a pc and run the .bat file to get into the real recovery screen.
Bottomline, save yourself a dollar and push the power button.
