Just talked to my Southern Rep.
Its is indeed true and has been around for awhile, but not offered to every customer, even if your bill IS over 40. They look at your minute usage and payment history. If it doesn hurt their money or your minutes.. they'll give it to you most likely.
New customer service reps WONT know what it is because they are not trained to offer this package. You have to ask to speak to supervisors or just call back untill you get a knowledgable rep.
