It's more just a general warning in case any of that happens, people can't say that they didn't know the app was going to access their data usage, personal info, or anything like that. Some people just download apps willy nilly without knowing or paying attention to what they do, and then get upset later when they find out the app has run up their data bill (assuming they don't have an unlimited data plan, but that wouldn't apply to Sprint users). It's nothing to worry about IMO, just a general precaution that google takes so people don't whine later on.
