Who is it offensive to? the idiots wearing pants like this looking all stupid? or the criminals? Im not sure who called him a "gangster" (besides you) but I would not say ANYONE who is dressed like this is that. "Gangsters" dress very nice and would make fun of this fool too. And as far as "criminal" it is against the law in most states to show your underwear like this in public so by statute it would make him just that.
