Only if the webpage you are viewing is complex enough, lots of graphics etc... that it is choking out the slower cpu.
(Or your doing encrypted file transfers, SCP for example).

The CPU is rendering the page. So if it is an "intense" page with a lot going on...then yes, a faster CPU would yield better performance. If your just talking about downloading a basic file, then you likely wouldn't see much of any difference.
