Generally, unique MEID unlocked on unique PC (MAC Addy) via unique IP Addy = unlocking love.

But if you are unsuccessful with an unlock, your MEID might be blacklisted...I'm not sure, but I think it's possible based on some of the posts I've read.

I've paid twice when I got a replacement phone, so I know it's frustrating. But next time you're unlocking a phone, make sure it's new, the PC & IP are virgins, and the connection is stable. You should be good to go...
