According to the RS manager I talked to today (I pre-ordered with them last Friday), any pre-orders they take are guaranteed to get the phone on the 4th.
That said, I'd recommend ordering ASAP...like tomorrow morning ASAP.
The longer you wait, the more likely your are NOT to get the phone on release day.
