Following that link, of course, doesn't work on the Legend, Hero, G1, or Desire. It seems like there's no end in sight. If I had been at that meeting I would have held out my Hero and said "No fragmentation? Then please install Google Earth on my HTC Hero running Android 2.1."
We don't have the screen resolution to support it.
