The other thing to keep in mind is that an OS has layers. The underlying driver layer is what needs most of the work. This work will correlate well to newer versions of the OS since many changes are at the software/application layer.

Also, moving to newer versions might actually be easier for developers too since the driver modeling and code is getting more standardized, simplified, and better documented.
