Looks like once the bluetooth is turned on by the Widcomm tool after flashing the ROM, the comm manager toggle works even after reboots. I was just thrown for a loop since none of my headsets would pair after flashing the 8.3 ROM using just the comm manager bluetooth settings and on/off toggle. I guess there's little you can do about the initial on/off issue... I don't want to do another hard reset to find out what happens if bluetooth was on before the flash (when I flashed the 8.3 ROM I had bluetooth turned off.)

However, the "Set up Bluetooth headset" part of the Comm Manager doesn't call the widcomm configuration tool, so it never works, even though it goes throught the motions of "detecting" devices to pair and finds nothing.
The missing BT icon is because of the newer dialer I included in V8.3. Till working on why it doesn't when turned on.
