I made an app.reg for all my icon changes that I placed at the end of my EXTs. I was having trouble with the changes inside the settings folder sticking while cooking (connections, sounds and notifications, personal folder etc...) so I have a .cab installing during customization with those icon regedits in it and that worked fine. Just another route you can take if all else fails...
