This reminds of an idea a coworker of mine mentioned a few months ago. In a nutshell, the wireless provider sells the phone (an HTC for example) without any operating system on it. You take the phone home, log onto either the provider's or the manufacture's website, register, then you could choose whether you want android, windows mobile, ect. Then you flash it to the phone.

I think it is an interesting idea. Of course, it opens the proverbial can of worms. People screwing up the flash process, which would be a pain in the butt for customer service.
