Well you have to consider that most software from manufacturers are considered one size fits all: Basically, there will be more functions that are not supported by the network or the software will use 'standard' values that might be off and wont allow the device to connect to the network. So the phone company must basically 'strip' this software so it can work with your device. After stripping comes the near infinite number of tests and user evaluations...
If the manufacturer released their upgrades directly, then all phones must be standardized so the software would work out of the box... but that might make phones really boring.
Good thing there is a group of people that does not like to wait and get their hands on this software and are able to cook it and gives us the early benefit of enjoying something that the actual phone company is still testing.
