Did you uninstall any cab that you tried already. If not, then do so. If you have, then try a hard reset or flash you phone again and then try the settings you got from howard forums. DO NOT install any other cabs, should not be needed. That might be what is messing with the mms/sms already in the rom. One question, you stated 99% of the time. So does that mean some of the mms message did send or receive. If some are sending and some are you can receive then it's not the mms cab I use. Try sending one to yourself, if that works then maybe it's from the other carrier that you are getting the message from. And you did not say if it was sms or mms only or is it both. Also please state what version of all carrier 8.3 you are using, 23563 or 28232. I hope you did not flash using 23562 for Sprint.

Edit again: Once you have done all of the above. Try this attachment, it's the carrier cab for Metro PCS. Does you data connection work before you install any cabs? If yes and the mms/sms is still not working then your setting are wrong in mms options. If data connect does not work then try this cab after fresh flash.
