Well, a few things to consider.

If you are using the Internal GPS then TomTom does not load the windows intermediate GPS driver (while Google Maps and Live Maps do). The solution to this is to either launch one and leave it open (then launch TomTom) or to use one of the loaders (which work quite well).

For TomTom - Other NMEA GPS Receiver - 9600 Baud - Com 4
This works quite well for me - although it will sometimes take a minute or two to initially get a GPS lock.
