plain jane with WinCENLS_WWE included in sys. also have oemxip included, so delete one (WinCENLS_WWE) or the other (wince.nls) depending on how you have it in your kitchen

If we would put WinCENLS_WWE in our OEM's, we would not have to add it to each sys.
