I'm having the same problem, but I found it on HTC Europe's site:

It's the same version number, and the same size file, so it looks like it is identical. You can select to download from Europe, Asia or US. I did Europe 1, and it downloaded in <10 minutes. Still a little slow for a 38.5 MB file, but much better than 3 hours!!
I installed it, and I'm about to update my wife's Hero to 2.1.
