Changing OS Theme Files

I remember a while back I was disecting one of the system files and came across all of the images the OS uses for icons, themes and whatnot. It was within one of the .0409.mui files.

I was wondering if it would be possible to replace the top and bottom bars and the start menu icon by editing that file (using resourcehacker)

The problem is I cant seem to copy them out through activesync OR resco 2007. Also, which file houses all the icons, buttons etc.
