Yes M$ does not manufacture or decide the phones, HTC does. and HTC is the one that completely destroyed window's brand. While Microsoft stood there watching. And HTC was never about "understanding windows"..they just exploited a market with no competition in the most efficient way possible. If they didn't do this they wouldn't have grown as big as they are to day..
HTC always: 1) didn't pay to license the acceleration 2) put minimum ram 3) updated the least necessary hardware so that you update.

Going to have to slightly disagree with you somewhat on this...
I'm pretty sure that Microsoft is larger then HTC, at anytime in the past Microsoft could have said to the manufacturers, "Hey--minimum requirements start now, if you want Windows branding and licensing, they were just as lazy as HTC in my opinion. When M$ finally woke up to smell the coffee, they flipped out and became Applesoft. I don't think the blame is all HTC's to take alone, but agreed they did eff up the Windoze name pretty bad.
