Play around with the 6.1, get used to it, see what you like and don't like about it, and then upgrade to 6.5 stock and compare the two. If you find you like 6.1 better, you can go back to that, or stick with 6.5. Then you can also look into custom roms both 6.1 and 6.5, or even the 6.5.x's that are out. But once you've played around with both 6.1 and 6.5 you'll know more what you want and don't want and which one offers you more of what you want/need on your phone.
