Ok I see now what you are missing..
"It’s like standard def versus high def" is the analogy
" but with that analogy, you paid more for the better service" this shows that that analogy is not 100% accurate
"With 4G, we’re giving you more for free." is the correction to the "but" of the analogy.
And yes he didn't say "Premium Data Package!" will be free with a plan but he clearly said 4G will be.
