I figured it out after spending a few hours with the SSK kitchen and flashing a hundred roms haha. It is the 6.5 native kernel causing the issue with wisbar. I had it narrowed down to the xip as the cause so I copied the xip from the SSK kitchen over. As I was flashing that ROM, I was looking at the DCD thread trying to find anything related. I came across the one post that verified everything:

In it, DCD said himself the only change from 2.06 to 2.16 was the kernel. So my rom booted and I installed wisbar and bam it all worked.
So, there is your answer. Unfortunately, the 6.5 kernel has too many advantages to remove from the rom.
On a side note: I made a 6.1 rom to check if the sys had anything to do with it. On this Verizon TP, it had over 80mb free after boot haha.
