Is An App Really An App When...

Is an app really an app when the app just sends you to a URL?
I mean yes, you install an application to get the URL, it's a shortcut though in the grand scheme of things....

I don't think that an app that only points you to a URL and opens a browser is an app
I guess, unless, it disguises the browser to just like an UI

What your opinion?
