It is not that they are wrong..it is more like they are assuming too much out of miniature amount of information.
I do find it disappointing they don't attach the email and the screenshot can't be expanded to see the full picture but I'll take a crack at how they may have misinterpreted the info based on what is known.

Special plans are being created for the HTC EVO 4G because it is the first dual mode 3G/4G phone offered by Sprint.
When these plans are made public, prior to the launch of the phone, they will be included in this training

By special plans chances are it means the everything plans can use it and that old plans can't use it...of course it is also possible for sprint to introduce new everything plans to fill in some niche but in no way woudl effect their current everything plans.

The Sprint Mobile Hotspot feature, which is explained in detail in the New Apps section of this course, requires an attachable plan code. This code carries a monthly recurring charge. The cost of this plan and the code itself will be revealed at a later time closer to the launch of the HTC EVO 4G.

That is known that its going to be a $10/month addon so a plan code is obvious.

So now it looks like HTC Evo 4G buyers may need to pay separately for voice, 3G data, 4G/WiMax data

Ok now this looks like it is made up... nothing prior stated this...but this could be looked at 2 ways...example adding ability for old plans to have these features by paying extra. Of course I'd go with option 1 where this is made up based on nothing.
