Assuming that you're talking about his 4/13 ROM, according to NRGZ28's tweet on 4/11/2010, it's compressed:
"Sense 2.5 will is now CFC compressed in all my ROMs. Yes, it does make it smaller and faster... 4:55 AM Apr 11th via Digsby"
There's a very noticeable size difference between the 4/13 ROMs and previous ROMs.

The new GTX thread says most "advanced" roms use compressed, but the old GTX thread ( here) says that people using an EnergyROM should download the uncompressed version. It also says "Every VGA ROM is CFC Compressed."
