Did you have it previously installed? If you did try this:
Go to Start-->Settings-->System-->Remove Programs and remove it. Settings need to be removed too if applicable.
Then go to Start-->Programs-->File Explorer. in the top left you should see "Windows". Press on that and highlight "My Device". Scroll down to "Program Files" and delete the HTC Home Customizer folder within.
Now with a fresh slate, re-install the customizer.
If this is a fresh new install, check HHC folder in Program Files (as mentioned above). If the background, clock, icons, etc files are not there that you have set in the customizer, then you will get the error.
