I think it's because of the phone dialer switch... if memory serves, there is a cdma patch that needs to be there. Or maybe it's something to do with the provider... did you make this a Sprint ROM or is it generic?
UPDATE: Just noticed that MSVC isn't working. Dang.

Hmm i had MSVC installed in that version, i will have to play around with it a little tomorrow. and i made it a sprint rom as i figured you had sprint.

Does that mean I do not need "CustomTitanium_21889".
2. What is "New Titanium (Gchris)" ? Is that instead of
"CustomTitanium_2188"
3. I have official sbp programs. i have all the shell 3.5.
will the latest SpbMobileShell (3.5.3 build 9885) work? ..or should i
stick to the cab u included
(edit: i now see it says 3.5.3...sorry)
4. How to check the current prl number?
5. Internet sharing in "stealth" mode included?

And lets see here, GChris's Titanium is just a themed titanium. (i think i have a screenshot in the first post)
Im actually not sure how to check the PRL number, im with Sprint so i just run the PRL Update app.
And yes internet sharing should already be tethered.
