where are you having an issue with the rar file? corrupt/incomplete downloads or in extracting it?
if it is when you attempt to extract what are you using to do so? I would suggest WinRAR from
www.rarsoft.com
if it is you cant actually complete the download, well gonna need more info as to where the problem occurs to know where to suggest fixing that one
