Thanks for the reply bikoman. I have made the registry changes mentioned in your link, but they had no effect.

I was however unable to correct the problem by uninstalling Voice Command v21040. Since I was re-flashing to discover the problem anyways, I was forced to re-flash a final time and then I installed Voice Command v20771.
