When I closed the program and went back to the second one, the rectangle was gone. I happened most often when I opened acrswitch since Ameba is installed and we can't "X" out of arcswitch, I've been hitting the start menu hard button to just open another program or go to the home screen.

It sounds like this "bug" could be a clue to learn how to get multiple windows running simultaneously next to each other on the screen in WM for multitasking like on a desktop.
Realizing that mobiles have limited RAM for that sort of thing - maybe this "bug" could be explored by some devs to our advantage. So far this sort of thing is impossible right?
Anyone?
